As far as I can understand, an Austrian citizen can vote in all elections in Austria. However, any EU nationals living in Austria can only vote in local and European Parliament, but not in national elections (Nationalrat elections)
Even if you need to give up your Chinese nationality in order to become an Austrian citizen, you could retain the 'right to land' in Hong Kong. This means that you can still live, work or study without restriction in Hong Kong.
In year 2000, there was a far right party won some seats in the parliament (I think), it shocked Europe. Not sure if this party ever admired the Nazis. Several countries including Germany wanted to stop the diplomatic relation with Austria. HK media also reported this news. I can't exactly remember the party leader's name, something started with 'W', looked 3x-4x during that time. He was killed in a car accident a few years later. Not sure if this is the party you are talking about. I think the refugees problem, terrorist attack in the beginning of the year and increasing immigrant population give the far right parties opportunities.
